Prior to the 2014, the Chairman of the Committee on Infractions was the de facto "chief hearing officer" for all infractions cases. When changes to the Committee on Infractions membership and policies went into place starting in 2014, the committee membership was enlarged and the role of an infractions case chief hearing officer was initiated to allow more efficient and expeditious processing of cases.
Per COI Internal operating procedures, the hearing panels are generated by a program, taking into account member schedules and availability. The chief hearing officer for each case is appointed by the CIO chair, who is also eligible to serve as chief hearing officer for hearing panels.
The asterisks below indicate cases in which the sitting COI chair also served as a chief hearing officer for an infractions case. The double asterisks are for when the current COI chair may have been assigned as chief hearing officer to a case prior to taking over the position of COI chairman.
Since the implementation of the new process in 2014, there have been 43 completed Division I major infractions cases, 10 of which the COI chairman served as the chief hearing officer.
According to COI Internal Operating Procedures, panel membership is not known to the involved parties until notified after responses are submitted to a Notice of Infractions (or the 90-day deadline for responses passes). The public, generally, will not know the panel membership or the chief hearing officer names until the Public Infractions Report is released.
In UNC's case, the letter from the COI notifying parties of the October 2016 hearing was released by UNC in response to North Carolina public records requests. From that letter, the public knows the hearing panel composition and the identify of the chief hearing officer for UNC's case earlier than is typical.
